Introduction of Peking University Intellectual Property Information Service Center

Peking University Intellectual Property Information Service Center is one of the first batch of national centers for universities approved by the State Intellectual Property Office and the Ministry of Education, China. As an internal institution of Peking University Library, the center fully utilizes the merits of full range of disciplines in Peking University, relies on rich intellectual property information resources and professional talent team in the library, and collaborates with the Department of Science and Technology Development, the Department of Scientific Research, the Department of Law and other departments of Peking University, to carry out intellectual property information services for both the university and the public.

Peking University Intellectual Property Information Service Platform

Peking University Intellectual Property Information Service Center independently established the Peking University Intellectual Property Information Service Platform to provide intellectual property services (https://ips.lib.pku.edu.cn/index). The platform collects and displays the relevant patents of Peking University, with the function of quick retrieval and analysis. Based on the platform,Peking University Intellectual Property Information Service Center provides resources and services for intellectual property creation, protection, utilization, management and training, etc.

Intellectual Property Training

Basic training: Trainings focused on basic knowledge of patent, trademark and copyright. In particular, patent basic trainings cover aspects such as the types of patents, the characteristics of the patent, the writing skills of patent documents, the audit procedure of the patent application, etc.

Retrieval and analysis of patent data training: Introduces the retrieval modes of several key patent databases,such as INNOGRAPHY, DERWENT,and public patent retrieval databases in major countries ; introduces common skills of patent retrieval and analysis,which helps to excavate the effective information in patents.

Intellectual Property Consultation

Basic consultation: general consultation on patent law, copyright law, trademark law and other related knowledge; general consultation on patent application process, data search, document writing and related legal issues.

Patent resource search consultation: consultation on patent resource database retrieval methods.

Patent legal status consultation: for the single patent, multiple patents or designated technical fields provided by the client, provides dynamic tracking of relevant patent data changes, including patent authorization, patent invalidation, patent transfer, patent litigation, and timely warning of relevant patents.

Patent Analysis Report

Patent competitiveness analysis: Sorts out and analyzes the patent achievements, validity period and application of Peking University or department(s)/individual scholar, and cooperates with relevant departments of the university in implementing patent achievements application, industry-university-research integration and other services. We can also provide targeted patent competitiveness analysis reports for disciplines and research groups.

Subject patent analysis: According to the research results of the client, we can search similar patents in the technical field, sort out the legal status of the client's existing patents, sort out the technical solutions for potential patents, develop and transform high-strength patents among them.

Core technology analysis based on patent data: patent search and analysis for the given technology in a specific industry to gain a comprehensive understanding of the research history and development frontier of it. The service can be used for literature research before project approval, and also helps providing literature support for the follow-up scientific research work.

Patent literature pre-retrieval: According to the technical background, solutions, keywords and other information provided by the client, we provide the client with targeted novelty search, and issue a search report containing relevant patent text, which helps the client to understand the current situation of the field when designing experiments and writing patents, reducing invalid application, and provides reference materials for the project.

Summary of Patent Resources

Patent Specification is a general term for various types of specifications published by patent offices or international patent organizations. In the patent specification, all the technical information of patent application and accurate legal information of the scope of patent protection can be obtained. The following is a list of patent databases purchased by Peking University Library and free patent databases collated by Peking University Library.

Applied Research and Technical Talent Evaluation

PKU Library makes comprehensive use of the advantages of patent resources and expertise in information retrieval and analysis. In order to meet the actual needs of scientific research and innovation application in colleges and universities, the library is exploring to establish the applied research and technical talent evaluation index system, which based on high-quality patents, achievement transformation and production-learning-research integration. It’s hopeful that the system helps to  promote technological innovation and achievement application in colleges and universities.
